The HART Board of Directors welcomes comments from citizens about any issue or concern. Your opinions are valued in terms of providing input to the Board members. When addressing the Board, comments shall not be directed personally against a Board Member or staff member, but rather directed at the issues. This provides a mutual respect between the Board members, staff, and the public. The Board has set aside a 30-minute period for Public Comments as stated in HART Board Policy 210 (4 (a)). Speakers may sign up to speak either in person or virtually at meetings by contacting the Board Administrator at JacksonD2@gohart.org before 5:00pm the day prior to the meeting. Speakers may sign up in person the day of the meeting. The Chair will call on speakers by name in the order in which their requests to speak have been received. When addressing the Board, please state your name and speak clearly. Up to 3 minutes are allowed for each speaker. If a person signed up to address the Board in person wishes to have documents provided to the Board, sufficient copies must be brought by the speaker for distribution. The copies, which should be identical, will be handed to staff at the time of sign up for distribution when they are to speak. A minimum of 20 copies for Board Members, CEO, Clerk and Board Counsel must be provided. If copies are not provided, none will be made but one can be provided to be attached to the minutes of the meeting.
Mobile phones and other electronic devices must be silenced during the meeting; the use of devices must not distract the meeting or disturb others. Personal recording (audio or video) is allowed, provided it does not interfere with proceedings or others’ ability to participate. Flash photography, laser pointers, or lighting equipment are not permitted.
Attendees may be subject to bag checks or screening before entering the meeting space. However, luggage and large bags will not be allowed in the building. Any items that pose a safety hazard or disruption will not be allowed inside the boardroom. Any individual who disrupts the meeting or violates the Code of Conduct may be warned, asked to leave, or removed by law enforcement if necessary. Refusal to comply with these guidelines may result in removal and/or exclusion from further audience for the remainder of the meeting to preserve the decorum and functionality of a meeting.

Section 286.0105, Florida Statutes, provides that if a person decides to appeal any decision made by a board, agency, or commission with respect to any matter considered at a meeting or hearing, he or she needs a record of proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
