DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM
As a recipient of funding from the Federal Transit Administration (FTA) through the United States Department of Transportation (USDOT), Hillsborough Transit Authority (HART) manages a DBE Program in compliance with 49 CFR Part 26. This program is designed to prevent discrimination in the awarding of USDOT-assisted contracts and ensure a fair and competitive environment where certified DBEs are eligible to compete for these contracts. In addition to the DBE Program and in compliance with 49 CFR Part 26, HART manages a Small Business Program. Tampa International Airport handles the certification of DBEs. For fiscal years 2023, 2024, and 2025, HART has set a goal of 13.9% DBE participation on USDOT-funded projects.

HART receives USDOT funds; therefore, a goal of participation by DBEs must be calculated based on proposed projections. HART is recommending a 13.9% DBE goal for federally assisted contract awards beginning October 1, 2022, through September 30, 2025. Information about this goal, and a description of how it was calculated, is available for inspection from 8:00 a.m. to 5:00 p.m. (Eastern Standard Time) at HART's Administration Building located at 1201 E. 7th Ave., Tampa, Florida 33605. An alternative format for this goal is available upon request.
