DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM
As a recipient of USDOT funding from the Federal Transit Administration (FTA), HART administers a DBE Program, in accordance with 49 CFR Part 26, to ensure nondiscrimination in the award of USDOT-assisted contracts and create a level playing field on which certified DBEs can compete for those contracts. While the DBE program includes fostering small business participation, only DBEs certified by the Florida Unified Certification Program are eligible to participate as DBEs. Tampa International Airport is the local agency that certifies DBEs.
HART has established a goal of 10% DBE participation on USDOT funded projects for FY20, FY21, and FY22.

HART receives USDOT funds; therefore, a goal of participation by DBEs must be calculated based on proposed projections. HART is recommending a 13.9% DBE goal for federally assisted contract awards beginning October 1, 2022, through September 30, 2025. Information about this goal, and a description of how it was calculated, is available for inspection from 8:00 a.m. to 5:00 p.m. (Eastern Standard Time) at HART's Administration Building located at 1201 E. 7th Ave., Tampa, Florida 33605. An alternative format for this goal is available upon request.
